EEA Family Permit application from outside UK

My wife has applied for EU Family Permit from India on 7th March. She has received an email stating 'Your online application has been received at the UK Decision Making Centre. Your application is currently being prepared for consideration by an Entry Clearance Officer.'If you have paid for Priority Service, your application will be placed in front of the queue and assessed ahead of other non-priority visa applications.

My wife applied online and there was no option before submission to select priority service. Have you heard about this service for EU Family Permits ? is it applicable for EU Family Permit as well ?

Q : What is the number to the Sheffield UK Decision Making Center ? I need a number to call and follow up on my application.

Q : Do they consider reducing the wait time if small babies are involved ? I have a 3 month who is staying away from me because of this waiting period, I have requested the authorities for an expedited decision but does it work ? Do anyone have any experiences to share ?
