Tier2 ICT to General thru TUPE Process

I need some expert advise. Below is the scenario.

Company 'A' is an overseas company and deputed its employees (Tier2 ICT) in the UK for its customers
Company 'A' have been sold to Company 'B'
Company 'B' is having License for Sponsorship (Tier2 General VISA)
Company 'B' is ready to transfer UK deputed employees with ICT Visa holders to General Visa

Can Company 'B' convert the VISA category from ICT to General VISA while TUPE process?
