A1 Certificate Evidence

Hi....newbie here, so please be gentle :D

I have noticed that on the government site it lists the relevant Life Skills qualifications required and then says that no documentation proof of a pass is required as it can be checked on the on the internal system data base. Does this mean it is NOT necessary to provide a A1 certificate AT ALL when making a Visa application?.....OR, when registering for biometrics?
The reason I am asking is twofold....1) what if the certificate is lost in the post on the way to spouse address (they apparently only issue one copy).... 2) for geographic reasons it would be far easier for my spouse to obtain her A1 Certificate, TB certificate AND Biometrics in one go rather than several journeys (the A1 certificate takes between 7-14 days to issue).
