Workpermit Refusal

Hi All
What happens if some one's letter of permission has been refused twice and possibly previous workpermit has been cancelled as previous employer has informed HO with the premature termination of employment. The recent refusal based upon the salary and job description. Person's leave to remain is valid till 2010. What are the consiquences now regarding successful workpermit (Letter of permission) and leave to remain?
