Visit Visa needed?

Hi I'm britsh citizen an living in Germany. My wife is from Pakistan an lives with me in Germany, she has a german permanent residence permit/card. Now we want to visit England, does she need a visa for our short visit trip (3-4 days only) if we are trevelling together?

I guess i found something by myself. It should be a EEA Visa. But if I understood it right, I don't need to apply for one necessarily, it will only make it easier to travel. If I fulfill all requirments, then it's enough when we carry all the required documents. I hope i understood it right.
