FLR(FAMILY MEMBERS OF A BC)

Got ILR 10yrs route after switching from TIER1 general with family. Then applied for ILR for family members but refused, then applied for FLR(FP) for 24 years old, 20 years and 17years old now 18years. Applications refused about 3times each now and FLR(M) for my wife. currently, applied under 276ADE for the 17years old who is now 18. Advice needed on the way forward please.
