How to get father's citizenship certificate

Hi everyone,

My daughter was born outside of uk in 2010. My husband is British citizen. Now I trying to apply the UK passport for my daughter. When I asked HMPO that they told me need to provide my husband's citizenship/naturalization certificate and his passport. But we are now seperated, he refused provide it. I just have a copy of his passport. (I can provide our marriage certificate and child's birth certificate)

Now I dont know how to do. Can I order a copy of his citizenship/naturalization certificate without his agree?
