Restricted License Refused due to Missing Letter from Department of International Trade

Hi All,
I had requested 2 licences for my firm for SOC codes in Shortage Occupation List.
I have received an intimation from Home Office that the application has been rejected as I do not have "Digitech" status with UKVI prior to submitting Restricted CoS Application.
Any guidance to how to get this status will be very helpful.
