The route to settlement for adult dependent relatives has been virtually closed since the Immigration Rules were tightened in July 2012. Unless your mother needs daily care for basic tasks such as bathing, dressing, preparing food etc AND that care is either not available in her home country or is unaffordable. The fact that she has family living in her current country of residence weakens any application considerably.

Bear in mind that if you apply for an ADR visa and it is refused, this will close the door to obtaining a visitor visa in the future due to the prior intention to settle, Only a few applications in this category have been successful since 2012 and these have either been from higher economy countries (such as the USA) where care is more expensive, or after lengthy and expensive court appeals.
