Applied for ILR (SET M) and received two different decisions from Home Office

Applied for ILR (SET M) and received two different decisions from Home Office

In November 2017 I applied for ILR (set M) as a person married to a British national. 3 months later I received a letter form Home Office that my application has been unsucessful as I have previously applied for a spouse visa under 10 year rule and and since I have not completed 10 years under that category thus they cannot consider my application for ILR. But since I have an established family life in the UK they would grant me further 30 months limited leave to remain and also asked me to pay further 500 pounds for immigration health surcharge, which I paid immediately.

Around 15 days after paying the immigration health surcharge I received another letter from Home office saying that "consideration has been given under paragraphs EX.1 (a) and (b). We are satisfied that you meet the requirements of paragraphs R-LTRP.1.1 (a), (b) and (d) of these rules. You will be eligible to apply for indefinite leave to remain at the expiry of this 3 months further leave to remain.

So something I don't understand here is that in space of 15 days I have received 2 letters from home office saying two different things. They also made me pay 500 pound immigration health surcharge and now only want to give me 3 months limited leave to remain and want me to submit fresh application for IRl before the end of this 3 months limited leave to remain visa. So what did make them change their mind after sending me the first letter? and according to the second letter if I am meeting their requirements for ILR then why not grant me ILR this time itself rather than giving me 3 months limited leave to remain and asking me to submit fresh application after that. Since the application fee for ILR is not a small amount I will be loosing quite a bit of money by having to resubmit the application.

Thus would like some help from this community in understanding the above better and see if I am missing out something or misinterpreting letters sent by Home office.

The only thing I suggest do u know 5 years ago which category u applied Ur spouse visa is it 10 year or 5 year partner route if you have Ur old forms copy please check if it was 5 year partner route than u can explain home office and get ILR with Ur existing application
If not than still I advise you to write letter explaining high fee situation and politely asked explanation

If you had 10 year route and they considering you to give ILR if I was u I will go ahead with ILR with more fee
