Deception in previous visa application abroad/applying naturalisation

Hi

I want to find out on behalf of one of my friends. He has deceived British High Commission in his previous visa application abroad in 2003 and that deception has been caught at that time by visa high commission , and visa application was refused but no further action was taken by High Commission , no conviction etc

1-Now he wants to apply for naturalization in 2018 ,does he need to declare that deception now even it was occurred in 2003 ,more that 15 years ago because he has heard ukvi only asked for deception which has happened within the last 10 years period of application?

2- if he declare it now, will his application for naturalization be refused due to that deception happened more that 15 years ago when meeting the good character requirements ?

yes. he has to.

As the UKBA discovered his deception on 2003, so normally it would not affect his application in 2018, because of deception. However, it is not a must and the HO has all right to decide. if it is not something too serious, it should be ok.
