EU permanent residence holders' right to work in UK?

Hi,
I am investigating the possible appointment of a non-EU national to a job in the UK.
The person in question was born in Ukraine, but has an Austrian mother and holds a permanent residency card in Austria (but only a Ukraine passport(.
My question is whether their Austria permanent resident status entitles them to work in the UK, and if not, whether their is anything straightfoward they can do about it.

No.
His Austrian Permanent residence status permits him to work in Austria, but not in any other EEA member state. While granted by EU law, his permanent residence status is restricted to the member-state that it is acquired in.

if not, whether their is anything straightfoward they can do about it.

A Tier 2 or Tier 5 (temporary) worker visa under the UK Immigration Rules.
