VISITOR VISA TO UK OF FILIPINO SPOUSE

Firstly thank you for taking the time to read, having looked at the forums I found this the most suitable but if not please advise where I should be post.

I need help, I am completely confused. I have known my Filipino partner for 3 years, we got engaged a year ago and she became my fiancée. We got married in Manila earlier this month and the hope is that she can visit UK over Summer. The long term intent is that she settles here for a longer stay until I eventually move over there but right now we are focusing on a summer visit of 3 months maximum. The issue I have is the Government website now says she 'may' need a visa and goes on about Article 10 card, EEA and all other confusing stuff. So, as advised by the Embassy I sent an e-mail, that I had to pay to send them, stating the following:

Dear Sir/Madam,

I have recently returned from Manila after marrying my Filipino fiancée on 02 April 2018. Our hope is that she and her daughter can spend the school summer holidays, beginning June to beginning September, in the UK but we are both confused as to what visa to apply for. I fully appreciate we must go through the Visa Application Centre in Manila which we did last year but the visa was refused on the grounds that my now wife had insufficient funds and there was no evidence we had actually met. With regards to funds the letter from the Embassy referred to only one of the bank accounts for which evidence was provided and the balance on this account was the lesser amount. The other account had more than ample funds but no reference was made to it. The evidence we provided also showed pictures of us together and flight details of time we had spent together in both Abu Dhabi and Manila. I can only conclude that this evidence was not provided to you by the Visa Application Centre and I have lost confidence slightly in their process so am approaching you direct. The refusal was of course a huge disappointment to us all so I would be most grateful if based on the following circumstances you would kindly advise what type of visa we should apply for:

• My wife has a daughter aged 5 years old. Her natural father is Canadian and as such she is a Canadian passport holder.
• My wife is a Filipino national.
• I am a UK citizen from birth and a UK resident.
• The stay will be for approximately 3 months in total as my step-daughter needs to return for school.

The response I got was:

The guidance is so complicated. Can anybody advise what visa I should apply for?
