Section to be chosen on MN1 application

Hi, not sure if anyone can help here.
My son is currently 16 years old and holding an ILR. Instead of renewing his biometric card which will be expired in October this year, I am thinking if I should make a new BC application (MN1) for him.

I'm his mother with sole legal guardianship for him and divorced his father in 2007. I'm British citizen from naturalisation in 2016 but his father is other-Asian nationality and lives in Asia now.
Is my eligible for registering as a British citizen? If yes, under which section of the British Nationality Act 1981 should I make the application for? Any advice?

When I applied for my own BC in 2016, I also had applied for him at the same time but he was rejected with the reason given that his father should also have settled in the UK. However, we were divorced in 2007 and his father is not my son's legal guardian under our divorce agreement.

I'm hesitating if I should give a try again now or should I wait until he's 18 years old?
