EFM (judicial review 2018)

Hi please I need your advice.
I have a sister leaving in UK since 2008 who is an EU national. I have made an application as a dependent which has been refused three times, the last application I made after submitting all evidence was rejected then my solicitor then made a judicial review. Before I could received response when the judicial review was made, the home office then sent me a letter to by report each month at a center in london, after the letter was sent I then now received a letter from the home office stating that they want to reconsider the decision to refuse my application in December. I was told to now resubmit all the evidence of dependency before I moved to the UK and when leaving in the UK, my solicitor has submitted that I'm now waiting for their response.
My question now is that as I'm going to report every month whilst my decision is being considered will I be detained? If they reject the consideration will I still have the right to take it to court?
