Reasons of ILR refusal

Hey everyone,
I am in a relationship with a guy who is struggling to obtain the right to settle in uk. He claimed an asylum when he was 14 years old. They accepted his claim and he has been entitled to settle as a refugee for 5 years. In the meantime he went to high school, college, worked part time and he applied to uni as well cause he had a scholarship. However when he applied for ILR he told me that in that year the immigration law has changed and instead of giving him an extension straight way the new law was requiring to do another interview again when applying fo ILR. When doing the interview they asked him where he’s from. He said that was Eritrean however the information that he gave wasn’t matching with one that gave when he first claimed asylum. He told me that as he was a minor when he claimed asylum his tutor was his lawyer which gave the wrong information when claiming the asylum. The lawyer believed that he was Ethiopian because he was born and raised in Ethiopia so when talking on behalf of his client (my boyfriend) he said mistakenly that he was Ethiopian. Therefore in my boyfriend opinion the refused to give him ILR for this reasons. Since he was 18 years old (now he is 31 years old) he tried to obtained but he only obtained 3 years. 2 years ago he applied to have biometric card and he also applied for the passport but it has been denied cause the application wasn’t done at the right time. Also he applied again for ILR but it was refused because he failed to give them the Eritrean ID (he thought that it wasn’t necessary cause’ when they once they already accepted him and gave him 3 years knowing that he was Eritrean). After that he went to the embassy and registered to obtain the Eritrean ID and applied again for the to settle in uk. They refused again cause he gave them the receipt only of the registration. The solicitor is saying that now the home office is reconsidering his case while before they weren’t so there is a hope. In these 13 years he worked seasonal in black (6 months in the summer) cause without the paper no one could accepted him, he couldn’t even travel. Regarding our relationship he is very nice with me treating as a princess but my parents are doubtful towards him saying that he might be lying regarding his past life and he is staying with me cause’ I’m staying by his side while in nowadays girls wouldn’t stayed with someone that he doesn’t has a fix job, no papers, no house, no car or licence. They are saying that he’s been nice to me due to his situation. I would like to know if he’s saying the truth about the refusal of his ILR.
