EU3+EU2 Application/ EU citizen no longer woking/ burden on state?

Hi my friends I hope this message finds you in all goodness. My father is a British citizen and came to Ireland in 2013. In 2014 we as a family 4 members joined him from Non-EU Country when he applied for visas. Latter we Filled in the EU1 and it was approved after 6 months. The current GNIB card is going to expire in February 2020. And then we have to go for EU3. But there is a problem my father is on the disability allowance the GP will not allow him to work. So is there any chances the minister may approved our application? My father had worked in the state for 1 and half years.
