Proof of address/Provisional Driving license

Dear Gurus,

Can I use the provisional driving license of my dependant for his proof of address because he is over 18.
Is a colored photocopy enough or the original.

I think provisional dosnt work you have to provide pasport as well. But in some cases they accept as proof of id.
