Citizenship “appeal” process over refused application due to 6 week rule?

Now, I know that officially there is no appeal process but I have come accross this article where they had initially refused her naturalisation but now they have decided to grant it to her (she did not have to re-apply). I wonder what does this mean legally since they have gone back on their initial decision but state there are no appeal process? Which route did she take to get her refusal reviewed? Does anyone have have thoughts on this?

After reading through that article, it is fair to say that the applicant shouldn’t have been refused in the first place considering she had been a lawful resident in Ireland for over 45 years.
