FLR(M) A2 level.requirement

Hi everyone,
This is my first post so please bear with me if i make mistakes.
My wife is due to renew her visa for further 2.5 years. She studied english since she came to UK and she obtained a certificate, from a council run school in london, called " ENTRY LEVEL 3 (B1) regulated by OFQUAL ( OCR) oxford cambridge and RSA. the certificate says ocr functional skills qualification in english at entry 3. I beleive the requirement for FLR(M) is only A2. I beleive Ofqual is a body who regulates trinity college (IELTS & ESOL).
Is this certificate accepted by the home office?
Or does she need to pass one of the approved tests required?
