EEA(FM) application for spouse of dependent parent

Peculiar situation here. There are 2 non-EEA dependent parents of an EEA national with PR rights. One was granted Residence card as a dependent, the other parent came to the UK at a later date (6 months later) and wants to apply for one. Ordinarily they should have been included as a family member on the same EEA(FM). All the dependency docs are in the name of the first parent who was granted RC. What would be the advice on the 2nd parent? Called the HM, they are clueless.
