WORK PERMIT to Tiers 2 and 3?

A friend of mine is here under the work permit scheme. She has two years left to complete 5 years for ILR. Will she be unable to renew her permit after changes this year?

Am I correct in interpreting the tier system - Work Permit will be either Tier 2 (shortage lists), or Tier 3 (soon to be blocked from FLR)?
