In Scotland, everybody newborn baby is eligible to receive a "baby box" which is a collection of gifts for the newborn baby (including a small bed). I am slightly concerned that this might constitute public funds, however. I have spent quite a lot of time asking around about this (even to the relevant folks who provide the baby box), and nobody has been able to give me a definitive answer. After reviewing what might constitute public funds, I believe the only concern is whether this would constitute as a "discretionary welfare payment."
Any advice on this matter would be much appreciated.
