RCOS Allocation and COS Assignment

RCOS Allocation and COS Assignment

Can a RCOS be allocate to a Employer and the employer can assign later?
As per my knowledge, during applying for RCOS, Employer need to fill up the details of Worker with their passport number. That means once it is allocated then it is already assigned to the worker too.
Then how the RCOS allocation and assign can be two different steps?

Sponsor applies for RCoS with potential employee's details (PP number, address, RLMT details etc, salary, start date, etc.)
During monthly allocation process, if it meets all criteria it will be allocated - this doesn't mean it is assigned!

Later with in 3 month(from the date of allocation), Sponsor can assign it and at this point Sponsor pays for ISC (for 3 or 5 years accordingly)

From the date of assginment, it is valid for 3 months for potential employee to make use of (apply for VISA)

That means after allocation it may assigned to another employee other that whose details is mentioned during allocation application? May be by changing the details i.e. (PP, address RLMT details etc) during assignment.
