Administrative review for Tier 2 refusal

I would like to have your advice regarding my Tier 2 Visa application refusal on3/5/2018.

The Entry Clearance Officer justified his decision with the following:
"The documents you have provided do not show you can be awarded 10 points under Appendix B of the Immigration Rules. Specifically, you have stated in your application form that you meet the English Language requirements through IELTS. Furthermore, you have demonstrated in your application that your IELTS certificate is a Academic IELTS, Award Reference Number: *********. However this is not a test taken under the IELTS SELT Consortium and does not contain the unique UKVI number. As such I am not able to verify the report online and this is not an approved test listed on Appendix O. It is the responsibility of the applicant to ensure that they meet the requirements of the Immigration Rules at the date of application. On this occasion you have not done so. You have not, therefore, been awarded 10 points under paragraphs 1 to 18 of Appendix B and I refuse your application under paragraph 245HB(e) of the Immigration Rules."

I do have a valid Academic IELTS with a much higher score than that required by UKVI which I have successfully used to register with the GMC, but the Visa Application Centre in Cairo REFUSED to take the original certificate and would only scan photocopies.

Do you advice me to ask for an AR and state that my request to submit my original documents was denied by the VISA application centre, since the issue with my application was the verification process? Does anyone have experience with a similar situation ?

"valid Academic IELTS". I could be wrong here but you are applying for Tier 2 visa but you don't have a IELTS for UKVI General IELTS result card? For Tier 2 purposes, UKVI only accept IELTS for UKVI General module.

what previous member said - U had to choose certified center from the gov uk site and took one of the exams from the list if U're applying for Tier 2 G visa. IMHO AR won't be successful in this case so U need to sit another exam and reapply.

The same question asks again by different account cannot yield different answer, if the answer is correct. you MUST have exam in their listed center. Again, even you are going to sit the job of Prof. of English literature in Cambridge University, have all contract and supporting letter from the University, but if you didn't sit the test in their list center, your English language would not be recognized by Home Office.
