FLR (HRO) application rejected

I have applied for the FLR (HRO) in Jan 2017 and in May 2018 I was rejected based on the fact that I didn’t meet the exceptional circumstances under paragraph GEN.3.2 of Appendix FM. The letter states that I can make another application if I have legitimate reasons to stay. I believe I can provide further evidence but not sure if I can reapply within the same category or a different category
