Switching from Tier 4 to Tier 2

Hi all!
My husband and I are going to switch visas from inside the UK :
- him: Tier 4 General Student -> Tier 2 General, priority service (10 days)
- me: Tier 4 Dependant -> Tier 2 PBS Dependant, standard service (8 weeks).
My husband is a 4 years-PhD student in the university (South-West of England), and he has found a postdoctoral position in another university (Scotland). The start date of his new job is 1 July. His examination's date (viva) is 1 September.
I have some questions, could you please help me?

1) Proof of English: my husband hasn't finished his degree (taught in English) yet. But he "met requirement in a previous grant of leave", when he started studying. Could his CaS be a proof of English? There is his old IELTS result in it.
2) He receives a scholarship from his current university. Does it count as sponsorship?
3) I have two passports.
- current - valid till year 2021, with my Tier 4 visa (visa is valid till 01.2019)
- new(biometric) - valid till year 2027, without any visas at all.
I was going to return my old passport into our embassy and start using new one shortly after my Tier 4 visa expires.
Should I apply with my old passport (with valid visa)? Or send both passports? Will it be necessary to change any info in my tier 2 visa when I'll start using new passport?
4) We are filling online application, and it has TWO checkboxes for financial documents:
"-Statements from a personal bank or building society account ([our bank's name])
-Documents showing you have had at least £945.00 in cash savings for 90 consecutive days".
Are we filling it right? I thought it's only one document from our bank.
5) Do they need any copies of our documents at all or just originals?
6) We will likely need to register with the police. In our current visas it says "...register within 7 days". Does this mean we'll have to fly to Scotland especially for this registration after getting visas?
7) Will they require proofs of our marriage? Certificate, or bills with our names? We are going to apply separately, because my husband will use a priority service, and I will use standard one.

Yes. Will be alright.

2) He receives a scholarship from his current university. Does it count as sponsorship?
No. The sponsorship is from his post-doc in Scotland, which is the Tier 2 sponsor of his job.

You need to send both.

Your bank statement is the document.

Original.

Just register with local police station where you will live in Scotland, after your visa granted, if you hasn't moved, register with local police station where you are living

Yes, you need both. The documents to show your relationship is genuine.
