My mother's visitor visa has been refused for second time

My mother's visitor visa has been refused for second time

Hi to all forum members.
First of all i tried to read all guide before my first post and i hope i got it right.
I have an ongoing problem with my mum's visitor visa. i try to keep it short and i appreciate for any advise.
I am originally from Iran and i have been a British citizen for over 8 years now .My wife is European and we got married 4 years ago.and currently i have a 5 months old baby.
my um is 65 lives in Iran and has already visited me 3 times in the past 7 years. she has never been in breach of her visitor visa condition and has always left the country on time, she also has Canadian super visa unlimited entry as long as the passport is valid. she is retired teacher has proof of pension and also owns a house with the value of £ 250K , lives with my dad who is also retired teacher and also my mum has saving of around £90K which she receives interest from .all the documents are in full legal form and have been accepted by Home office.
Pheww... now you know the background.
in 2016 i have applied for my mum for a visitor visa to visit me and wife ( she came here two years before for my wedding) and her visa was refused. along reasons about finance and documents being copy and not original (she took originals with her to interview but been told they do not take originals), we figured out probably the main reason was a tick box which we done by mistake ( something about is there any independent children traveling with you, that we didn't read second part about travelling with you and just put down the detail of all brothers and sisters including me ,BTW my brother and sister are Canadian and Australian citizen).they phoned me and asked me who my mum will travel with and i said alone.
for recent application which i submitted march 2018 i made sure i fill the form correctly, i bullet proof all financial documents and send them to official translation and got them stamped and add all the ties and proofs of income, i sent a letter that my mum wants to come and visit her grand child which she has not seen and we need her help with the baby.i sent council tax etc.. she stay with us for 4 months also she would pay for her expense herself.
later i have received a refusal letter with no right to appeal.
basically letter said they accept all documents and according to them my mum saving will need to set aside for 7.2 months to be £ 4000( which they think is needed for 4 months. therefore my 4 months mum,s income is short of £ 4000 in 4 months !!!( at this point i am banging my head on the wall, it looks like that if you go for holiday and spent 2000 , then you definitely have to have and income on 8000 a month!!)
now i have 3 university degrees including one in math and did not manage to understand the logic .Further more they agree that she has 90K in her long term saving account but there are not convinced where is the source of the money as it is much higher than her pension.(who says any money you have in your life is from your pension? at this point HO officer is acting as a tax man !)
So he concluded my mum with half a million cash and assets probably can not have 4k even all official documents say so. :shock:
furthermore officer thinks my mum has the intention of entering UK and stay and not leave despite numbers of her previous visit to UK and having Canadian super visa.
Pheww.. part two finished at least i will feel good now.
obviously there is no right of appeal.
as a matter of above i am in turkey now with wife and my mum , so she can see her grand child ( my child does not have Iranian passport yet , i let that be for now as it is another long story :roll: )
Question :
1- what can i do my self to challenge this as it is very unfair and unjust?
2- i have heard European citizen have a right to invite mother in law to where they live ( in this case UK) and home office will allow such a invitation based on European law.any info on this ?
3-any other advise .

Sorry to hear about your trouble inviting your mother here! It is becoming much harder to invite a relative these days! My mother which I have not seen for more than 5 years now was also refused visa 3 times now, despite her visiting the UK more than 3 times before!
