p60 & bank statements do not match COS! Pls help!

Hello everyone!
I hope someone can help me with my question as i am starting to freak out a little bit!

I am applying for ILR in October 2018.
I have been on Tier2 since October 2013 (tier4 before that)

For the first 18 months of my employment I have not been paid appropriate salary as per what my COS stated, because my employer has made a mistake!

I now do not want to submit my P60 forms or payslips for those 18 months as obviously they would draw attention to that issue...
Is it okay to avoid submitting them?
I need to prove my continuous residence in the UK and as far as I understand 1 document per year is fine.

I have no problem with sumitting as many bank statements or payslips for the last 3.5 years however I have an issue with a October 2013 - April 2015.

I could provide utility bill but the earliest bill I've got is for October 2014 which still leaves a year since my first tier2 visa.
I could potentially submit first year bank statements, but they clearly show that the salary transferred from my employer is too low...

Any advice? Please?

For the payslip or p60, they just need the latest one. You don't need to go back from the beginning of your employment.
