Appreciate if anyone can help with more information on if a new born in india for british OCI parents can apply for right to abode ? i have read some forms that child had indian passports granted for OCI parents ?

No. As neither parent is an Indian citizen, the child does not acquire Indian citizenship at birth in India, or anywhere elsefor that matter. The child does qualify for OCI and a British Passport however. Both these processes take some time though if you want to do them from India.
