Tier 4 dependent visa

Hi
My wife visa is in extension progress and I was her dependent
Now I wanted to go to home counrtry and switch my visa to tier 4 and once I’m in country my wants to vary to my dependent

What I have heard from solicitor is that there is a clause of 319cc, that in which tier 4 dependent should be able to apply visa along the main tier 4
He said we can’t make dependent application separate
It is always the both applications tier 4 and tier 4 dependent
Do someone know about this

What immigration rule is your solicitor citing, which says a dependant cannot apply separately?
