EU1A TEMPORARY STAMP 4 REFUSED.

Hi all,
Hoping someone can shed some light, any advice will be much appreciated.
We arrived in the state on the 4/02/2018 and came over as family dependent on the EU citizen (my brother in law).
We applied in March and recieved a letter today 21/05/2018 stating they have refused our application and we have 15 days to appeal and to send off necessary documents that the EU citizen is excersing eu treaty rights, because my brother inlaw had just started a new job we did not have the pay slips to send off Initially, we have sent off bank statements proving dependency in South Africa.
Has anyone here appealed and got their stamp 4?please if anyone can help if our review is refused my husband, child and myself have nothing to go to back in SA will be homeless, unless that's what the state wants, right now we are living with my sister and brother and he has providing for us since being in Ireland.
