Curtailment Letter

Hi - I left UK officially in March 2017 and have received my curtailment letter in August 2017 with a date to leave UK by Oct 2017, despite being outside UK since March 2017. On receiving the curtailment I contacted my previous company to check if they have handed over my BRP card, which they did after I sent them an email. During my recent transit through UK to Ireland the immigration officer at the UK desk stopped me at Heathrow ( when transiting through UK to Ireland, UK immigration usually checks your passport and Irish visa) and after a thorough check i was left to board my flight to Ireland saying there was some confusion in their system and he will rectify them so I don’t face problem in future. My question is, why have I received this letter so late with a date to leave despite moving outside UK long ago? I am asking this because I have recently applied for my tourist visa and haven’t received a decision despite 4 weeks since I applied. Can the above confusion be a reason for delay? Is there anyone in this forum who has faced similar situation?
