ILR Set (o) - Fixed penalty notice - jump signal - caught in camera

Applying for ILR in June end.Form filling done except one question - confused about it so looking for help.
This was 2 year before.
I got Fixed Penalty notice (From Manchester Police) - Fail to comply with Traffice Light signal (camera) means Jumping Red Signal
Offered me What's Driving Us scheme course, attended training all done.

7.3 Have you, or any dependants who are applying with you, been subject to, or received, any
other penalty in relation to a criminal offence; for example caution, reprimand, warning, or similar
penalties in the UK or any other country?

Should I mentioned my FPN?
I spent hours to find in this forum and general answer about FPN (course or 3 point) - NO
I am applying myself so am cautious and so checked with Friends solicitor, he said yes declare in 7.3.
Question is:
Even though by general rule no need to declare FPN but just for peace of mind if I declare it, does it make any difference?
I am over cautious and thinking like if I dont mention and impact anyway.

As always appreciate your help.

My understanding is, FPN does not have much impact for an application of ILR but does for when you apply to naturalise as a British citizen.

You should I'm my opinion declare it just to be transparent with the case worker and not hide any information that they may deem as concealing or trying to circumvent the Immigration Rules.
These are my 'views' and 'opinions'.
If in doubt always seek professional advice, or at least do a search for the relevant information. :P

By general rule, I agree and no need to declare.

Confusion is, If I declare, does it create any confusion for my application.
I would prefer not to and till date was sure not to declare but as some solicitor whom I contacted, prefer it to declare said YES.
However many of my friends not declared it still got ILR.
Sorry it looks like I am over cautious.
In any case I am going to post my story once my application is done.

You need to only declare convictions, an FPN is not a conviction :!:

Question 7.1 on set (o) form says that one does not need declare fixed penalty notices (speeding and parking tickets).

I understood what you meant by 7.1. But this statement is ambiguous as if it meant for whole section, they should have mentioned it before 7.1 and not within 7.1.
Confusion start when it comes to 7.3 where it ask for penalties. (next page)

However saying above, agree that on general FPN is not required to be declared but what they say on 7.1 not necessarily confirm about it.

Hi Situk,

Could you please let us know what did you do in your application. I am in same situation. I got Fixed Penalty notice from police for parking. Not sure if I need to mention it in my application. If yes, where to mention it as 7.1 section say no need to mention FPN but in 7.3. it says penalty related to criminal offence. It is not a criminal offence. I dont htink I need to say Yes there. What did you do, please share your story. Please

Do NOT tag your queries on someone's topic. As advised FPNs do not need to be declared in mots cases and when there was no court conviction. Being issued an FPN is NOT a criminal offence :!:
