Settlement visa for spouse

I have received conflicting information regarding this. Could someone kindly share their knowledge?
As far as I am aware, if the spouse is overseas, they have to apply for a settlement in their country of residence. Apparently the rules have changed (according to an unqualified friend) and one can apply directly to Sheffield office by sending them your documents.
It costs almost £500 less I believe.
If true one would have to get all the documents here, include your own British pp. and mail it out. Can someone please confirm?

I live in the UK and my wife lives in Pakistan, I applied here for her. She sent me her English certificate, TB test certificate, Original Marriage certificate and translated marriage certificate, passport pic and the rest of the stuff was provided by myself. I then applied here on her behalf and sent all the documents to Sheffield. Unsure about it being £500 cheaper. The fees are on this forum and most up to date.

There's no reduction of fees by sending the documents to Sheffield. In addition to the visa fee, your wife will also have to pay the £600 NHS surcharge (IHS).
