EEA direct family application

My is an Italian citizen .. we lived together in Italy before moving she asUK residence card .. but she applied for me and my brother same time she applied ..but me and brother got refused because we did show no evidence of living with her... and at the moment the evidence we are
GP registration /letter
Board band bill on my name
TV licence on my brothers name
Electric/gas bill is on her name
Bank statement in her name
Conculil bill in her
Pictures of us at my little brother birthday party
Letter stating she is taking care of us still we are able to have our papers

We ain't able to open a bank account because we don't have right document... i will like to know if the evidence we provided are ok
