Entrepreneur visa not applied yet

Hello,
I want what's everyones opinion on the following case for applying for a tier 1 entrepreneur visa,
a friend of mine wants to apply for the visa to start an import export company, however neither he nor his partner have any previous experience or education in that field. I have advised them on saving their time and money by not applying as I doubt they will be considered credible. is there there any chance they obtain the visa even with no previous experience or education related to the business idea. even if there is a chance how likely is it?
