EEA citizen Permanent residence after 5 years

I am an Italian citizen, living UK since 2011, that time I was 12 years old. I went to school in uk, now at college and doing part time job. I used live with my parents, last year I moved with my uncle who is British citizen.

My question is:

Can I apply Permanent residence?

Do I need Comprehensive Sickness Insurance?

You have probably achieved permanent residence through living here as the family member of an EU parent residing in the UK who was working or had already achieved permanent residence. So far as I am aware, there is no need for you to have been living together.

Thus, if you apply on the basis of having been the family member of a qualified person or permanent resident, you will not need CSI. You would not be qualifying on the basis of being a student.
