What kind of parking ticket was that? A "parking charge notice" PCN (issued by a company) or a penalty notice (issued by a council or police)? From my knowledge PCN should be ignored, penalties should be declared.
The issue of the enforcement action is separate, you cleared the outstanding debt etc, you have cleared your obligation (justified or not). Nothing to declare.
This is just my opinion as a member of this forum and does not constitute immigration advice.

If it was court order then your application will be refused for 3 years

The warrant appears to have been executed by a high court enforcement agent, you have 14 days to appeal as the money is held before being released to the claimant. When you sold the car you should have immediately posted off change of ownership to the DVLA, and when you moved address updated your license details.

On the issue of declaring this in section 3.2 of the application form, simple answer is no. PCNs are a civil matter, if you had a ticket issued by the police (criminal matter) it would have to be declared.

Please check the status of your CCJ, this would need to be declared on your form as a civil judgement against you.

You need to appeal to set aside the judgement and get your money back. Act fast.

In the meantime you still have a CCJ registered against you for not paying within 30 days of the County Court decision. Check that the CCJ status is set to 'Satisfied' on the Register, you will probably have to declare this in your naturalisation application. You've paid the debt so it shouldn't go against you unless you have others.
