Tier 2 General Visa (change of Cos)

HI
my wife is on Tier 2 General visa and I am her dependant, recently her COS changed and we applied for Tier 2 general under the new COS, we submitted our application on 8th of this month and got the Biometrics done next day along wih sending all the documents required, Passports and BRP sent to home office.

Today we received all our documents back along with our Passports and old BRP, they also sent a slip which said that 'this is a confirmation that your application has been received and is under consideration'

Is that how it normally happens? I remember people saying that they keep the old BRP and then issue a new one when the application is approved.

a help to understand the new procedures will be appreciated.
