Cash Savings and English Language proof for FLR(M)

Hello Friends,

I need to apply to renew my wife's visa under FLR(M) Category in UK. I am a British Citizen.
I have few queries on financial requirements and Knowledge of English requirement.

Financial Requirements:

I am applying under Category D - Cash saving combined with Non-employment income ( Category C)
Category C will be rental income from my property in UK. My query is..

a ) My cash savings which I have maintained for over last six months have been fluctuating by few thousands of pounds hence logically thinking I should count minimum balance in my account in last six months , is that correct ?
b) I want to combine my cash savings with Rental income to meet the required eligibility. Can I count rental income for last 12 months from the date of application ?
c) Is there any standard format to say that cash savings are from legal source and declared ?

Knowledge of English Language.

I am applying for renew of visa. For initial entry visa my wife submitted her original degree taught in English without any NARIC document. She will be submitting same degree again for the renew. Does she still need to get a NARIC document ?
