Tier2 General Visa

Dear All,

I need your advice / suggestion at this forum regarding Tier2 General Visa process. In my past I had following visa to work in UK during Feb2014 to Dec2016:
Tier2 - ICT (Short Term)- (Feb2014 - Dec2014) : got extended to long term in below category
Tier2 - ICT (Long Term) - (Feb2015 - Jan2018) : But I left UK on Dec2016; later i joined other company in India and through my current company I had 6 months business visa for UK which is valid from Feb2018 - Aug2018.

I have a job opportunity from a different employer based in UK and I wanted to know that to apply for Tier2-General visa do I have to go through the 'English Language Assessment' and 'Statement of Comparability' for my degree courses.
