SP30 Declaration

Hi
I am applying for my British citizenship (again) and i have a question on SP30.

I have a FPN 30 and fine from Jul 2010 which i am looking to disclose. I have read several posts here on this but none states where in the form this has to be disclosed.

Section 3.1 relates to criminal conviction while 3.4 relates to civil penalty.
If the FPN to be disclosed in 3.4 or under "further information" section?

I am applying for my british citizenship having being refused due to working illegally within the 10yrs of my last application.

I am now reapplying after the date stated in the HO letter that i can apply from.

I worked both illegally and legally within this place over several years and will be disclosing this again in the form. i am assuming there is no harm in this??

Also, is there any point in sending a cover letter with a copy of the last letter from the HO stating i could apply for citizenship after May 18??
