Switching visa in last 3 months to complete 5years for ILR

Dear Forum members,
I am on Tier1 Entrepreneur visa since December 2013. My 5 years will complete in next 6 months. I had 2 full time employees after my extension for one year. I have completed all requirements to apply for ILR on Tier1 Ent basis. Please help me with the following questions:

1) Can we apply 28 days prior to the completion of 5 years for ILR?

2) I have a job offer for 9 months starting from September 2018. Can i switch visa and still qualify to apply for ILR in December 2018?

Yes

Yes. Time spent under Tier 1E will count towards ILR under Tier 2
