I have a question, thanks for any replies...

Is it common for the AIT to give a decision that the Home Office can't appeal against?

In a sense, I think it is impossible! That is, the Home Office has the right to appeal if they think that the AIT has erred in law. And unfortunately, sometimes the AIT does err in law, otherwise the Home Office would never win any of the appeals.
