Priority visa application

I applied and was denied a UK student visa in 2008 on grounds that we miscalculated living costs of London and bank statement attached with application didn't had separate funds for my maintenance. I recently got my RCoS and now I plan to apply for visa application next week. If i pay priority fees, can I expect quick visa decision? I know British government doesn't recommend priority processing for those with complex immigration history but i have read on this forum and couple of others that few people did got quick response despite having cases like me. Does anyone had a different experience than what HO states?

It should not be affected if your Tier4 VISA in 2008 refused was solely due to maintenance. Only things like criminal convictions, history of violating immigration rules etc... have problems, as the general caseworkers may not be approved/ refused your case on their own but required the decision from someone more senior.

Thank you for your valuable feedback. I will apply for visa next week with priority processing fees and see where it leads me.
