How early can Tier 2 dependent visa be renewed?

How early can Tier 2 dependent visa be renewed?

I obtained ILR from Tier 2 General rouge and wife is still on Tier 2 dependent visa which is about to expire in Feb 2019. Since she will complete her 5 years of continuous residence in Feb 2020, she will need to extend her PBS dependent visa in Feb next year. Earlier this year, there was an announcement that NHS health surcharge is set to double to £400 later this year, which means additional £600 over the current fees. I was wondering if we can extend her PBS dependent visa earlier - say in next couple of months, to avoid paying higher surcharge?

Extending early also will help us in applying for mortgage because lenders need 6 months to 2 years of minimum period left on the visa. This means after July, we can't apply together for the mortgage until her visa is extended next year.

Should be no problem to apply earlier as I didn't see restriction and should be granted 3 years extended from the date of application.
