They either approve everyone in a tier or no one.
If they cant approve everyone in tier then they attempt to borrow up to 100 points from the following month to see if they can then approve everyone in the next tier. If they cant then they roll the points over to the next month instead.
Last month there were at least 288 COS applications with 55 points. If there was 287 they would have borrowed 100 from July and approved all 287. However since there was more then that they cut it off at 60 points and rolled the remaining 187 over to the next month.
As a note: Since the minimum for May was 51 that means there was at least 288 NEW applications last month in the 55 points tier. If there were 288 new applications last month there is likely to be at least another 288 this month. Add that to all the ones from last month that reapply will put 288 * 2 or at least 576 applicants into Tier 55 for this month.
