ILR - Previous UK Visa Refusals

I'm applying for the ILR shortly, and was wondering if I have to declare any previous UK visa refusals.

I could not find any section in the SETO form where I can declare this.

FYI I had a UK visa refused in Dec 2006 due to some administrative error on my part (Visa was subsequently issued after providing the right documentation). Where should declare this?

Please advise.

A covering note should be fine
