New application after the first one was refused

Hello everyone
My BC application was refused , the reason was that the home office send me letter with questioner , however I never receive the letter , therefore they refuse the application as I didn’t reply to their letter . After I received the refusal letter I contact the home office requesting to send me again the letter including the questioner , they did and I discover that I can answer their questions and I can send all the support documents they asking for .
I have decide to re apply again as I believe the refusal was due to bad luck ( the fact not receiving the questioner ) ,

my question :
shall I send the new application with a cover letter explaining that I never receive the questioner letter and I answer them within the cover letter and send all the support documents they ask for ?
Or : shall I send the application normally and wait for the home office to send me new questioner ?
I really appreciate if someone with good experience can answer my questions

Hi,

Sorry to hear about your refusal. if you have a questionnaire and you're willing to apply again. Then send all the documents necessary for that questionnaire and also include the questionnaire which you have and also mention in the cover letter, so the case worker who will handle the case will have all the answers and he/she will be aware that you didn't receive the letter last time. So if they send you the letter again you can fill it and send it back.

I have another question , is the NCS will allow me to send this extra documents along with questioner ?
Shall I write the answers within the questioner paper or within the coveting letter ?
